INVITATION TO APPLY FOR ELIGIBILITY AND TO BID
Sealed applications for eligibility and bid documents for the supply and delivery of 8,400,000 pcs. Inside Plastic Filler; 42,000 pcs. Outer Document Holder/Binder for Book of Voters, and 22,000 pcs. Thumbprint/Fingerprint Taker shall be received at the Comelec Session Hall, 8th floor, Palacio del Gobernador, Intramuros, Manila, May 12, 2008 at 2:00 o’clock in the afternoon, at which place, date and time, said sealed bids shall be opened in the presence of members of the Bids and Awards Committee, representatives of the Commission on Elections, Commission on Audit, Philippine Chamber of Commerce and Industry, Parish Pastoral Council for Responsible Voting, the participating bidders and the public. The approved budget for binders and fillers is Ninety Nine Million Five Hundred Eighty Two Thousand Pesos only (P99,582,000.00) chargeable against the SK and Barangay Elections 2007 Funds (MOOE) per approved realignment under Resolution No. 08-159 dated February 5, 2008, while the approved budget for fingerprint taker of Five Hundred Thousand Nine Hundred Forty Pesos will be sourced out of the Php867,392,000.00 certified available under SARO No. C-08-01546 dated February 12, 2008 intended for the Automation of the FY 2008 ARMM Election subject to adjustment upon the release of appropriation for the Resumption of the Continuing Registration of Voters.
Bid documents and specifications may be obtained during regular office hours, beginning April 22, 2008 from the Property Division upon payment at the Cash Division, Commission on Elections, of a non-refundable amount of Forty Nine Thousand Seven Hundred Pesos only (P49,700.00)
A pre-bid conference shall be held on April 30, 2008 at 2:00 o’clock in the afternoon, Session Hall, Commission on Elections.
Bids shall be accompanied by a Bid Security equivalent to one per centum (1%) of the approved budget for the contract to be bid, in the form of cash or Manager’s/Cashier’s check payable to the “Commission on Elections”.
Delivery schedules are indicated in the Bidder’s tender
The COMELEC reserves the right to reject any or all bids, waive any formal defects contained therein, and accept the lowest complying responsive bid that is most advantageous to the Commission. Likewise, it reserves the right to review the qualifications of the bidders after the bidding and before the contract is executed. Should such review uncover any change in the situation of the bidder to materially downgrade the substance of such statements, the COMELEC shall disqualify the bidder upon due notice without any obligation on the part of The COMELEC for any expense or loss that may be incurred in the preparation of its bid.

PRESS STATEMENT IN RE: ATTEMPT ON THE LIFE OF ATTY. WYNNE ASDALA, DIRECTOR III LAW DEPARTMENT
At on or about 12:45 – 1:00 o’clock PM today, the Acting Director III of the Law Department, Atty. Wynne Asdala was shot by two (2) (still) unidentified assailants in front of CHOWKING along Andres Soriano St., Intramuros Manila.
He was immediately brought by our people from the COMELEC to the Manila Doctors Hospital for treatment. As of the moment, Atty. Asdala is undergoing surgery.
We in the Commission on Elections condemn and deplore in the strongest possible terms this cowardly and dastardly act. We assure the family of Atty. Asdala that we will have this case immediately investigated and leave no stone unturned, so that those who are behind this heinous crime will be made to fully account and answer before the law. We will be coordinating with the Philippine National Police and the National Bureau of Investigation to commence a thorough investigation on this matter.
We call on our people in the Commission on Elections, especially those in the field to stand their ground and let not this act of violence dampen their spirits in their continued pursuit of discharging their mandate as the vanguard of democracy and elections laws.
