INVITATION TO APPLY FOR ELIGIBILITY AND TO BID
The Commission on Elections, through its Bids and Awards Committee (BAC), invites suppliers/distributors to apply for eligibility and to bid for the hereunder project:

Prospective bidders should have an experience in undertaking a similar project within the last two (2) years with an amount of at least 50% of the proposed project for bidding. The Eligibility Check as well as the Preliminary Examination of Bids shall use non-discretionary “pass/fail” criteria. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall be awarded to the bidder with the Lowest Calculated and Responsive Bid (LCRB).
All particulars relative to Eligibility Requirements, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR).

A complete set of Bidding Documents may be obtained during regular office hours beginning September 23, 2008 from the address below and upon payment at the Cash Division, ASD, of a nonrefundable fee in the amount of Five Thousand Five Hundred Pesos only (Php 5,500.00) and on cash basis. The Bidding documents shall be received personally by the prospective bidder or its duly authorized representative.
Bids and eligibility requirements shall be delivered to the address stated hereunder. All bids must be accompanied by a bid security in the form of cash, manager’s check/cashier’s checks payable to the Commission on Elections. Late bids shall not be accepted.
Opening of Bids shall be conducted at the COMELEC Session Hall, 8th Floor, Palacio del Gobernador Building, Intramuros, Manila. Bids will be opened in the presence of bidder/s or its authorized-representatives.
The COMELEC reserves the right to accept or reject any Bid, to annul the Bidding process, and to reject all Bids at any time prior to the contract award without thereby incurring any liability to the affected Bidder or Bidders.
