Here’s an interesting article that discusses the issue of prison voting in the United States. In the Philippines, the Catholic Bishops Conference of the Philippines (CBCP) has recently appealed to allow prisoners who are not yet convicted to exercise their right to suffrage. This idea was welcomed by COMELEC Commissioner Rene V. Sarmiento who agreed with the bishops that these prisoners, though detained, still have the right to vote given that they are not yet sentenced by final judgment…….(read more)…

The Public is hereby notified that due to two failed biddings, the Commission on Elections now resorts to Negotiated Procurement as allowed under Sec. 53, Art. XVI, R.A. 9184, relative its exigent requirements for the supply and delivery of Server and Data Capturing Machine (DCM) peripherals in connection with the Resumption of the System on Continuing Registration of Voters in non-ARMM areas nationwide.
Thus, pursuant to the mandate of Minute Resolution No. 08-1012 dated 30 September 2008, the Bids and Award Committee is now accepting quotations and/or proposal for the supply and delivery of aforesaid items.
