The prohibition is 45 days before a regular election and 30 days before a special election. Is plebiscite the same as election? If yes, is it a regular or special election? 

In any case, the prohibition against appointment, hiring, promotion and giving salary increases is BEFORE election or plebiscite (if you would like to interchange the two terms), why is it that the prohibition extended up to August 6, 2009 when the plebiscite is on July 30, 2009?
