The Commission on Elections (COMELEC) Special Bids and Awards Committee (SBAC) has declared a joint venture as eligible to bid in the ‘Lease of Warehouse with Configuration Facilities’ in connection with the May 13, 2013 Automated National and Local Elections.
“After due deliberation, the Special Bids and Awards Committee (SBAC) hereby approves the recommendation of the Technical Working Group (TWG) and accordingly declares the Joint Venture of Storage Solutions, Inc. (SSI) and ASA Color and Chemical Industries, Inc. (ASA) as eligible,” the SBAC said in its Resolution No. 2 dated August 29, 2012.
The SBAC also ruled that the Joint Venture of SSI and ASA submitted the “Lowest Calculated bid” after “opening its financial bid documents and being the lone eligible bidder.” According to the SBAC the Joint Venture has submitted a bid of a total of Php 318,887,777.00 (Php 98,119,316.04 per year or Php 8,176,609.67 per month) in the lease of warehouse with configuration facilities.
The Joint Venture will now be subjected to Post-Qualification evaluation. The post-qualification shall verify, validate and ascertain all statements made and documents submitted by the bidder using non-discretionary criteria that include Legal Requirements, Technical Requirements and Ascertainment of the sufficiency of the bid security as to type, amount, form and wording and validity period.
The SBAC has also ordered the Joint Venture to submit within three (3) calendar days documentary requirements such as Tax Clearance; Latest Income and Business Tax Returns and other appropriate licenses and permits required by law and stated in the bidding documents.
“Failure to submit the above requirements on time or a finding against the veracity of such shall be ground for the forfeiture of the bid security and disqualification of the bidder for award,” said the SBAC.
The COMELEC SBAC is headed by COMELEC Deputy Executive Director for Administration Helen G. Aguila-Flores. ###
