20 Senatorial aspirants file COCs on the first day

The Commission on Elections (COMELEC) announced that 20 Senatorial aspirants filed their respective Certificates of Candidacy (COCs) today – the first day of the filing period.

Incumbent Senator Aquilino Martin “Koko” de la Llana Pimentel was first to file, with his COC officially received by the COMELEC at exactly 8:08 AM.

He was followed by Independent candidates Anicio Escosura; Daniel Magtira; Aeric Bernardino; Melchor Chavez and Salam Tagean.

The first woman Senatorial aspirant to file her COC was Patrocino Cailing who declared that nobody nominated her and that her filing for candidacy was “voluntary.” Cailing filed her COC at 11:28 in the morning.

Next to file was Juanito Donato, a native of Pangasinan. He was followed by Lawyer Oliver Lozano who, along with Chavez, was officially nominated by the Kilusang Bagong Lipunan (KBL).

Candidates under the United Nationalist Alliance (UNA) came in shortly after 1:00 PM. The UNA bets who filed their COCs were Juan Ponce Enrile Jr.; Gergorio Honasan; Juan Miguel Zubiri; Joseph Victor Ejercito; Ernesto Maceda; Richard Gordon; and Margarita Cojuanco.

The 18^th candidate who filed his COC was Merlito Lagata, from Sorsogon.

Senator Loren Legarda came in at 3:50PM. She was nominated by the Nationalist Peoples’ Coalition (NPC).

Remely Ajel of Isabela was last to file her COC.

The filing of COCs will run from October 1 – 5, 2012 during office hours (8:00 AM to 5:00PM). During this period voters’ registration is suspended. ###

COMELEC introduces innovations in new COC form

The Commission on Elections (COMELEC) announced that additional safeguards are included in the new Certificate of Candidacy in connection with the May 13, 2013 Automated National and Local Elections.

COMELEC Spokesman James Jimenez said among the novel items introduced in the new COC is the strict requirement for candidates to file their “full, true and itemized” Statement of Contributions and Expenditures (SOCE) in connection with the election.

“In the new COC, the candidates are required to declare under oath that they will file, with the COMELEC, their Statement of Contributions and Expenditures (SOCE) within thirty (30) days after the election,” said Jimenez. “This added safeguard will help in leveling the playing field by promoting transparency in their election spending.”

Jimenez adds that the requirement for the filing of Certificate of Nomination and Acceptance (CONA) of the official candidates of the duly registered political party or coalition of political parties simultaneously with the filing of COC has also been introduced. This will help minimize confusion as to the affiliations of the candidates, Jimenez explained.

An additional box requiring the inclusion of “Name/Words to appear on the ballot not to exceed thirty (30) characters” can also be found in the new COC. “This was included to give candidates a certain degree of freedom in determining how their name will appear on the official ballot,” said Jimenez.

The period for the filing of COCs shall run from October 1, 2012 to October 5, 2012 during office hours from 8:00 AM to 5:00 PM. ###

Civil society groups issue ‘final call’ for OFWs to register

Civil Society Organizations under the Overseas Absentee Voting (OAV) Summit Group, has called on all eligible Filipinos overseas to register as absentee voters so they may be able to vote in the May 13, 2013 Senatorial and party-List elections.

The OAV Summit Group, composed of the Philippine Migrants Rights Watch (PMRW); Migrant NGO Forum; Filipino Migrant Workers Group; Ople Policy Institue and Training Center; Center for Migrant Advocacy and the ICOFVR-Hong Kong, also pledged to “work closely with the Department of Foreign Affairs and the Commission on Elections as well as all stakeholders to boost overseas voting registration in time for the 2013 national elections.”

“For the remaining weeks until October 31, the actual deadline for Overseas Absentee Registration, we enjoin all overseas Filipinos whether land-based or sea-based, temporary workers or permanent residents, to register and avail of their right to vote,” the group said in a statement.

According to the DFA, we have more than 249,391 new OAV registrants. When added to the stock total of 589,830 from the 2010 elections, the overall number of OAV registrants now reaches to a total of 839,221.

The OAV Summit Group maintains that this number “represents a potent source of votes particularly in a tight Senate and Party-List race.”

“But we can and shall do better,” it added.

“We believe that the right of every overseas worker to register and vote is sacred, and all efforts must be undertaken to facilitate a more inclusive and convenient process of registration and voting given the physical and financial hurdles that an OFW must face to be able to go to the nearest embassy or consulate in order to exercise his or her right of suffrage.” ###

Bidder for COMELEC Warehouse for the 2013 polls declared eligible

The Commission on Elections (COMELEC) Special Bids and Awards Committee (SBAC) has declared a joint venture as eligible to bid in the ‘Lease of Warehouse with Configuration Facilities’ in connection with the May 13, 2013 Automated National and Local Elections.

“After due deliberation, the Special Bids and Awards Committee (SBAC) hereby approves the recommendation of the Technical Working Group (TWG) and accordingly declares the Joint Venture of Storage Solutions, Inc. (SSI) and ASA Color and Chemical Industries, Inc. (ASA) as eligible,” the SBAC said in its Resolution No. 2 dated August 29, 2012.

The SBAC also ruled that the Joint Venture of SSI and ASA submitted the “Lowest Calculated bid” after “opening its financial bid documents and being the lone eligible bidder.” According to the SBAC the Joint Venture has submitted a bid of a total of Php 318,887,777.00 (Php 98,119,316.04 per year or Php 8,176,609.67 per month) in the lease of warehouse with configuration facilities.

The Joint Venture will now be subjected to Post-Qualification evaluation. The post-qualification shall verify, validate and ascertain all statements made and documents submitted by the bidder using non-discretionary criteria that include Legal Requirements, Technical Requirements and Ascertainment of the sufficiency of the bid security as to type, amount, form and wording and validity period.

The SBAC has also ordered the Joint Venture to submit within three (3) calendar days documentary requirements such as Tax Clearance; Latest Income and Business Tax Returns and other appropriate licenses and permits required by law and stated in the bidding documents.

“Failure to submit the above requirements on time or a finding against the veracity of such shall be ground for the forfeiture of the bid security and disqualification of the bidder for award,” said the SBAC.

The COMELEC SBAC is headed by COMELEC Deputy Executive Director for Administration Helen G. Aguila-Flores. ###
