COMELEC, CHR ink pact on rights based elections

The Commission on Elections (COMELEC) and the Commission on Human Rights (CHR) today forged a Memorandum of Agreement (MOA) to promote a more inclusive elections by increasing the participation of vulnerable sectors of society within the context of a human rights based approach framework.

Under the agreement, the CHR shall provide a series of human rights based Election Management Trainings for COMELEC officials and field personnel, “in order to enhance their capacities on the protection and promotion of vulnerable sectors’ right of suffrage, with the end of increasing electoral participation.”

The trainings will be conducted in three (3) batches. For COMELEC Field Officials and employees in Luzon, it will be held from September 25-27, 2014 while the trainings for Visayas and Mindanao will be held on October 8-10, 2014.

Trainings will also be conducted for officials and employees in the COMELEC Main Office on October 27-29, 2014.

The CHR shall provide facilitators and technical support to the COMELEC in the preparation of a training design and content, including the development of a Field Manual on human rights based approach to Election Management for the Vulnerable Sectors, which shall serve as the tool in re-echoing and sharing the knowledge and skills earned from the trainings to different field officials.

Vulnerable sectors during elections include the indigenous peoples’, persons with disabilities (PWDs) and the detainees. ###
